On behalf of my parents, what do HUD-Section 8 program regulations say about disabled parents renting from relatives?

More specifically:

Parents (Dad-physically disabled, Mom-housewife) under the HUD-Section 8 program want to rent home.
My brother has a vacant rental property that admits HUD-Section 8 tenants.

Would there be any problem with parents renting from brother? If yes or no, please refer me to the statute/rule/regulation that corroborates so. I've browsed their website, but to no avail.
